Développement communautaire : L’exemple de Miarinarivo est une réussite

Le « Dina » ou la régle communautaire, est souvent utilisé par la population en milieu rural pour lutter contre l’insécurité. Mais cette fois-ci, des villageois ont appliqué ce « Dina » dans le dessein de promouvoir un développement communautaire. A titre d’illustration, un tronçon de route d’une longueur de 250 mètres pouvant desservir la partie Est de l’hôpital de Miarinarivo jusqu’à Miarinarivo II, a été réhabilité sur financement d’un promoteur de projet dit Carnet, soit à hauteur de cinq millions d’Ariary, et ce, en collaboration avec la population locale.  Près de 51 ménages bénéficient de la réhabilitation de cette petite infrastructure de base. En outre, un canal d’évacuation d’eau a été construit dans le but de protéger un puit contre les érosions qui peuvent transporter des déchets à l’intérieur durant la période de pluie. En effet, ce puit sert à alimenter en eau potable cette circonscription. En contrepartie, ces bénéficiaires s’engagent à assainir leur localité en appliquant cette règle communautaire basée sur un carnet, tout en acceptant de rembourser le coût de réalisation des travaux, à raison de 1 500 Ariary par ménage par mois, et ce, sur une période échelonnée de cinq ans. L’exemple de Miarinarivo connaît ainsi une réussite et mérite d’être dupliqué dans d’autres localités et à tous les niveaux.

Community development: The example of Miarinarivo is a success

The “Dina” or the community rule is often used by the population in rural areas to fight against insecurity. But this time, some villagers have applied this “Dina” to promote community development. As an illustration, a 250-meter road section that can serve the eastern part of Miarinarivo Hospital to Miarinarivo. It has been rehabilitated with the funding from a developer called “DAM” up to five million Ariary, in collaboration with the local population. About 51 households benefit from the rehabilitation of this small basic infrastructure. Furthermore, a water evacuation channel has been constructed to protect a well from erosions that can carry waste indoors during the rainy season. Indeed, this well is used to supply this district with drinking water. In return, these beneficiaries commit to clean up their locality by applying this community rule based on a notebook. At the same time, they agree to reimburse the cost of carrying out the work, at the rate of 1,500 Ariary per household every month. And this, over a period of five years. The example of Miarinarivo is thus a success and deserves to be reproduced in other localities and at all levels.
